I am writing to provide information on fiscal year (FY) 2020 (school year 2020-2021) allocations and grant awards for formula programs administered by U.S. Department of Education’s (ED) Office of School Support and Accountability (SSA). Program specific information follows. Please send any questions about this information to your SSA program contact, Todd Stephenson, and Elizabeth Witt. 

 

Title I, Part A and Title II, Part A

 

Homeless Education

o   ED awarded all FY 2020 Homeless Education funds in July 2020.

o   The revised final FY 2020 Title I, Part A allocations mentioned above have a small effect on FY 2020 Homeless Education allocations because Homeless Education allocations are based in part on the amount of a State’s Title I, Part A allocation relative to the Title I, Part A allocations of other States. ED has recalculated the Homeless Education allocations based on the revised final FY 2020 Title I, Part A allocations.

o   Rather than issue revised FY 2020 Homeless Education grant awards based on the revised calculations, which would result in reducing the awards of some States and increasing the awards of other States, ED will adjust FY 2021 Homeless Education awards accordingly.

 

Title I, Part D, Subparts 1 and 2

o   Subpart 1

§  ED awarded all FY 2020 Subpart 1 funds in July 2020.

§  After ED awarded these funds, ED received corrections from several States to data used in the allocations. ED has recalculated the FY 2020 Subpart 1 allocations based on the corrected data.

§  Rather than issue revised FY 2020 Subpart 1 grant awards based on the revised calculations, which would result in reducing the awards of some States and increasing the awards of other States, ED will adjust FY 2021 Subpart 1 awards accordingly.

§  Section 1004(a) of the ESEA authorizes a State to reserve for administration of Title I (Parts A, C, and D) not more than one percent or $400,000, whichever is greater, from funds allocated to the State under Title I, Parts A, C, and D (Subpart 1). 

·       For FY 2020, similar to recent years, the administrative cap provision in section 1004(b) of the ESEA applies because the amount appropriated in total for Title I, Parts, A, C, and D exceeds $14 billion. 

·       Under section 1004(b), the amount a State reserves in total from Parts A, C, and D of Title I for Title I administration may not exceed the greater of $400,000 or one percent of the amount it would otherwise receive if $14 billion were allocated among the States for Parts A, C, and D. 

·       In order for a State to determine the maximum it may reserve for Title I administration, the attached revised FY 2020 Title I administrative base table shows how much each State would receive under Parts A, C, and D if $14 billion were made available based on the revised Title I allocations.

o   Subpart 2

§  A revised final FY 2020 Subpart 2 notification table is attached.

§  The table shows the amount of FY 2020 Title I, Part A funds that ED allocated for States to implement Subpart 2 activities based on the revised FY 2020 Title I, Part A allocations.

 

Title I, Part B; Title III, Part A; and Title IV, Part B: ED does not expect any changes to the FY 2020 allocations for these programs.
