National HIV/AIDS  Strategy and Schools
The U.S. Department of Education (ED) and the U.S. Department of Health and Human Services, Centers for Disease Control and Prevention (CDC), along with our federal partners, are working collaboratively to better support the health and wellness of students in our nation's schools.  CDC data confirms that approximately 18 percent of all new HIV diagnoses are among young people aged 13-24 years and teens and young adults have the highest rates of sexually transmitted diseases (STDs) of any age group.  Accordingly, CDC recognizes that schools can play a critical role in HIV and STD prevention.
Research indicates that scientifically based, well-designed, well-implemented school-based HIV/ STD prevention programs can significantly reduce sexual risk behaviors among students. Effective school-based HIV/STD prevention programs tend to be those that are delivered by trained instructors; are age-appropriate; and include such components as skill-building lessons, support of healthy behaviors in school environments, and the involvement of parents, youth-serving organizations, and health organizations.

In 2010, the White House released a comprehensive National HIV/AIDS Strategy to serve as the blueprint for our national response to this domestic epidemic. It has increased coordination, collaboration, and accountability across executive departments and agencies with regard to addressing the epidemic. It has also focused on increasing the use of evidence-based approaches to prevention and care among populations and in regions where HIV is most concentrated.

The National Prevention Strategy (the strategy) was released in June 2011, and aims to guide our nation in the most effective and achievable means for improving health and well-being. The strategy prioritizes prevention by integrating recommendations and actions across multiple settings to improve health and save lives.  ED is represented on the National Prevention Council, which tracks progress on the strategy and proposes updates. Federal Committee Releases Report on Trauma-Informed Approaches for Women and Girls

The Federal Partners Committee on Women and Trauma has released "Trauma-Informed Approaches: Federal Activities and Initiatives<http://www.nasmhpd.org/Publications/Women_and_Trauma.aspx>," developed with support from the Substance Abuse and Mental Health Services Administration<http://www.samhsa.gov/>'s (SAMHSA's) National Center for Trauma-Informed Care<http://www.samhsa.gov/nctic/>. The report documents the scope and impact of violence and abuse on women and girls and highlights gender-responsive, trauma-informed approaches that more than three dozen federal agencies, departments, and offices have implemented. The report encourages other governmental and nongovernmental agencies to adopt a cross-sector, interagency, intersystem recognition of and response to trauma.

Webinar on Integrating Social-Emotional Learning into State and District Policies

The U.S. Department of Education is pleased to announce the National Center on Safe Supportive Learning Environment's next Webinar event, Integrating Social-Emotional Learning into State and District Policies. This webinar will be cohosted by the National Center on Safe Supportive Learning Environments (NCSSLE), the Center on Great Teachers and Leaders, the Collaborative for Academic, Social, and Emotional Learning (CASEL), and the Pacific Comprehensive Center.

It will be offered Wednesday, December 11, 2013, 2:00 - 3:30 pm, Eastern Time. The webinar will also be archived here<http://safesupportivelearning.ed.gov/events/webinar/integrating-social-emotional-learning-state-and-district-policies> following the webinar.

This 90-minute Webinar will discuss how states and districts are integrating social-emotional learning into their state and district initiatives. Specifically, speakers will highlight the current state of social-emotional learning across the nation, provide an overview of how various districts are attempting to implement social-emotional learning into their schools and give specific examples of integrating social-emotional learning to Common Core State Standards and evaluation systems. Links to appropriate resources and examples of such methods will be provided.

The files include variables on serious mental illness (SMI) and any mental illness (AMI), based on a revised estimation methodology.
It is important to note that the revised mental illness variables in the 2012 data files are not comparable to the mental illness variables currently available in the 2008 to 2011 data files. NSDUH data files, with revised SMI and AMI variables for 2008 to 2011, will be released in the next few months. It is recommended that the more accurate, revised SMI and AMI variables be used in estimation of mental illness once the updated 2008 to 2011 data files are released.
NSDUH is the primary source of national and state-level estimates on the prevalence, patterns, and consequences of alcohol, tobacco, and illegal drug use and abuse in the general U.S. civilian noninstitutionalized population. NSDUH data are collected annually through nationally representative interviews with approximately 70,000 randomly selected individuals age 12 and older.

Youth Career Connect Grants Available

The Department of Labor recently announced an exciting grant opportunity called Youth Career Connect that will award up to $100 million in grant funds to 25 to 40 grantees using funding from H-1B fees.  In response to industry skill shortages in high-growth industries and occupations, Congress established the H-1B visa category for non-immigrants seeking work in high-skill or specialty occupations (in industries such as engineering, information technology, and health care), and imposed a user fee on employers for H-1B visa applications.

The Youth Career Connect grant funding will provide high school students with education and training that combines rigorous academic and technical curricula focused on specific high-growth industries and occupations for which employers are using H-1B visas to hire foreign workers.  The grants will also provide the related activities necessary to support such training in order to increase participants' employability in H-1B in-demand industries and occupations.
