Technical Assistance (TA) Webinars
The U.S. Department of Education (ED) will be conducting a webinar on Wednesday, August 25, 2010, at 2:00-3:30 PM (EASTERN
TIME) on the topic of “Subrecipient Monitoring.”
Purpose: This presentation will provide recipients and subrecipients of ED grants an overview of ED’s subrecipient monitoring policies, emphasizing requirements under the Education Department General Administrative Regulations (EDGAR),
OMB’s A-133 Circular and Compliance Supplement, and new requirements under the American Recovery and Reinvestment Act (ARRA). Additionally, ED officials and State Education Agency (SEA) representatives will highlight several monitoring best practices in use
by the ED’s grantees that have been shown to be both effective in ensuring compliance and cost-efficient, including: using a risk-based monitoring approach, performing financial risk assessments, and using Web-based monitoring. ED officials will be on hand
to answer your questions.
Invitees: The primary audience for this presentation will be all recipients and sub-recipients of ED grants. However, other state and local education officials are encouraged and welcome to participate as well. We hope you all can

As a reminder, ED will also be conducting a webinar on Tuesday, August 31, 2010, at 2:00-3:30 PM (EASTERN TIME) on the topic of “ED’s OCFO Recaps
Cash Management Requirements for Recipients of Grants & Cooperative Agreements.”
Purpose: The 8/31 presentation will be presented by representatives from ED’s Office of the Chief Financial Officer (OCFO) and will provide recipients and sub-recipients of ED grants and cooperative agreements a recap of ED’s cash
management policies, emphasizing the following:
- The Memorandum and Frequently Asked Questions (FAQs) from OCFO on cash management policies for recipients of ED grants and cooperative agreements at http://www2.ed.gov/policy/fund/guid/gposbul/gposbul.html;
- Highlights of the Cash Management Improvement Act (CMIA) and the Education Department General Administrative Regulations (EDGAR);
- Specific cash management policies including minimizing the time between drawdown of funds and the disbursement of funds, handling of interest earned on Federal funds, and best practices;
- Other cash management policies for program-specific grants; and
- Effects of non-compliance.
